The French Institute for PPP (IGD) is a foundation of companies with a mission of general interest which, for
20 years, has brought together all the stakeholders involved in the management of public services. The
State, associations of elected officials, public companies, private companies, consumer associations and
trade union representatives work within the State to improve the quality and performance of public services,
especially when they are delegated.
The French Institute for PPP's Financing Commission brings together representatives specialised in
infrastructure financing from all its stakeholders.
The Financing Commission will present its report "Building and financing terms of infrastructure projects:
how to choose ?" to the Infraweek, which is a synthesis of the lessons learned from its reflections.

The theme of this round table is “Developing and financing public infrastructures: how to maximize value for
money by selecting the adequate economic and contractual format”.
During this event, we will try and elaborate on why, when and how outsourcing all or part of the designing,
building, maintenance and operation of a public infrastructure – be it through concession or PFI contracts
or hybrid contractual frameworks – may add value.
We will present the main findings of a document drafted by the Financing Commission and explaining which
drivers and guidelines can help a public body to optimize the value for money of an investment by selecting
the adequate economic, contractual and financial scheme.
We will also review selected concrete cases of infrastructure financing covering various sectors (transport,
energy, IT) and phases of a project (greenfield and brownfield)
